POD A

  • Sales continue to grow, will get an update on the total sold in the next day or two

  • The piles of “clean” dirt on the south end will begin to be moved to POD C in the next 30 to 60 days

Clubhouse

Progress Lennar has the building permit in hand.

The PGCA received a message at 2:09pm today from Dave Povio Lennar’s Amenities Manager that the county has approved the permit for construction of the New Clubhouse. See confirmation below.  This great news for Condo 1, Condo 2 and Delray Trails. Construction is estimated to take 18 to 24 months.

  • All County Departments have signed off.  There is one last task for Lennar which is to place the orange fencing around trees in the Recreation Campus area. Once that is done the permit will be approved

Highlights from the Latest Monthly Meeting with Lennar (Mid-September 2023)

POD A

  • Construction continues on schedule (see pictures)

  • Not much activity. Focus is on PODs A and B

Clubhouse

  • No permit at this time
  • Application as of September 13, in process for 111 days
  • County came back on August 10 with comments and then again on August 18. The County wants answers grouped together so Lennar waits for at least a week to see if there are additional comments and then responds.
  • Lennar has done as much prep work that they can without a permit.
  • Lennar is very frustrated that it is taking this long.
  • Courts 4,5,6.- Lennar has indicated that the refurbishment of the courts will start the weekend of September 23 and will be completed by the last weekend of October.
    • Tennis courts footnote – there is only one mine in North America that produces the Har-Tru surface material. It is located in the Blue Ridge Mountains of Virginia. Demand for their product is huge.

Highlights from the Latest Monthly Meeting with Lennar (Mid-August 2023)

POD A

  • A section of road has been paved.
  • Additional paving to take place in the next few weeks.
  • Additional paving in the mid-September timeframe

POD B

  • Forms being built for foundations to be poured.
  • Estimated occupancy of first units January 2024

POD C

  • Lot sizes similar to POD B with townhomes
  • No prediction on permit timing

Clubhouse

  • No permit yet, hopefully by the end of August
  • The county indicates there are multiple other projects in the works to be permitted.

Other

  • Due to new storm drains being installed for the new clubhouse the old irrigation line was damaged. Lennar will lay a new pipe in accordance with the plan for the new clubhouse (see picture in the Courts 4, 5, 6 area).  Then the refurbishment of the courts will begin.
  • The walking path construction per the plan around Water Tracts 1,2 and 3 is to start soon.
  • Once the path is complete the landscaping work will be completed.

PGCA – July 12, 2023 – Highlights from the Monthly Meeting with Lennar

POD A

  • 25 Single Family Homes sold to date
  • As stated previously first Certificates of Occupancy expected in November
  • There are at least 25 homes with roofs and approximately 15 or more in various stages from foundations poured to awaiting roofing structure

POD B

  • 15 TownHomes sold to date
  • Expecting permits to start TownHome construction “Soon”

POD C

  • Property has been purchased by Lennar
  • Unit density will be less than in the Development Agreement, which is in compliance with the agreement.

Clubhouse

  • Anxiously awaiting the permit from the county
  • The new building site has been prepared and staked out
  • Onsite construction meetings taking place

Other

  • Lennar is hiring a company to trim the weeds and grass around their entire property. and that work is to begin shortly. Please be patient
  • Discussions taking place to potentially pull the refurbishment of the existing tennis court ahead to the late summer, early fall of this year.

PGCA – June 14, 2023 – Highlights from the Monthly Meeting with Lennar

  • Pod A
    • No information on the number of properties sold.
    • There are currently 7 structures with roofs and new foundations being poured weekly.
    • Targeting November 2023 for the first new home Certificate of Occupancy.
    • Lakes are down as storm water drainage piping is being installed.
  • Pod B
    • Land development is progressing.
  • Pod C
    • Property has not been purchased.
    • Site plans and Engineering plans in progress.
  • Clubhouse
    • Anxiously waiting for the permit from the County, hoping to have it by the end of June.
    • Contractors are on standby to start once a permit is issued, with an onsite meeting to take place shortly.
    • Considering an early start on refurbishing some of the tennis courts.

PGCA – May 10, 2023 – Monthly Meeting with Lennar

Highlights:

POD A – permits have been approved. Foundations on several homes have been poured and concrete block walls are going up. There was no information given on the number of units sold to date.

POD B – soil moving continues and the mounds of dirt are expected to begin to be moved out in approximately 2 weeks.  We discussed the issue of water truck activity or perceived lack of watering and Lennar committed to address the topic with their contractor

POD C – efforts to close the sale are still in progress.  A lot of earth has been moved which indicates Lennar’s desire to close the deal.

Clubhouse – The PGCA has verified via County records the permit is “in process”. Lennar received feedback from the county on a couple of items and they are being addressed quickly. Permit is still anticipated in May/June.

Via Delray Closure – we were advised that the road should be reopened by the end of next week

Existing Tennis Courts – Lennar is proposing to pull ahead the refurbishing of the courts. Tom Aldrich Rec Association PGCA representative will lead those discussions.

We ask for your cooperation on one topic. We have had a unit owner contacting the contractors for Lennar.  This type of action is disruptive for Lennar, their contractors and the PGCA. The PGCA was established to be the conduit for the community to Lennar. We ask that if you have concerns send an email to this address or contact your Board elected PGCA representatives.

February 13, 2023 Update, PGCA President Opening Remarks

  • PGCA 3 phases
    • Phase 1
      • Creation of the Development agreement. Remember the golf course was NOT owned by the association and as part of that agreement that Board negotiated a $500k mitigation fee to both Condo 1 and 2 “to mitigate the potential adverse impacts of the Project”. And the community vote to support the agreement
    • Phase 2
      • Working with Lennar to help Lennar understand the development agreement
    • Phase 3
      • Construction
      • For example, communicated concerns re dust this past week
      • We have a virtual meeting with them once a month
        • We send out an email to the community with any new information – please read them
      • Joint Resolution
        • PGCA was the association that initiated a draft by the attorney Sachs and Sachs at least 3 years ago
        • PGCA no longer has any involvement in the Joint Resolution, it is between Condo 1, Condo 2 and the Recreation Association to address

        • We have no information about sales

        • Lots of earth moving going on
        • Two of the 3 lakes on POD A are complete
        • Around the lakes there is still plenty of work to be done such as:
          • Pipes to connect the lakes to one another and then to the LWWD canal
          • installation of the irrigation system

          • Final landscaping
          • We have no timing on any of this
        • Lake building is in full swing on POD B
        • There is no update about what is happening with POD C
        • Lennar still hopes/estimates to have permits to start construction of homes on POD A in the March/April time frame. And according to Lennar it normally takes then 6 to 8 months to complete homes
        • Lennar still hopes/estimates to have permit to start construction of clubhouse in the May/June time frame.
        • I stress these are estimated time frames

Please just patiently watch the transformation from a closed golf course to a brand-new community

Several questions were sent in about the plan was shared that the clubhouse would be built first. What the Development Agreement states is that with the permit to start construction of the clubhouse, then construction of homes can start simultaneously. Lennar’s position is that the permit to tear down the old golf course building was the first step in the construction of the clubhouse because it is to be built in that area

We could get our attorneys involved but I don’t see the point. It would cost the 3 Associations money and likely delay completion.  I’m all in on getting the new clubhouse ASAP

Here is the language re building in the Development Agreement

  • Clubhouse and Amenities: Prior to issuance of any vertical building permits for construction of residential units within the Project. 13th Floor (Lennar) shall commence, at its own expense. Construction of a new amenity area, which will include a new clubhouse, new amenities, and certain of the pre-existing amenities which 13th Floor (Lennar) will renovate (collectively referred to herein as the “Recreation Campus”). It is understood that 13th Floor (Lennar) may construct homes concurrent with the construction of the Recreation Campus.

Q – Is this dirt the contaminated?
A – The Environmental study found contaminated dirt.  Lennar is following the County’s directions on how to handle the dirt.
Q – Will Palm Greens COA fees go up after new clubhouse is finished?
A – $59 of your association monthly fees goes to the Recreation Association. That fee will remain the same until “Turnover” which is when 90% of units are sold
Q – How will the Delray Trails HOA work with us?  Do we have one recreation board?
A – At “Turnover” a reconstituted Recreation Association will be created. There will 3 board members from Condo 1, 3 from Condo 2 and 3 from Delray Trails, a 9-person Board
Q – When the new Clubhouse/ Pools are completed- will there be established rules set (since PG1-PG2- Delray Trails) will ALL be using these facilities?
A – When the Clubhouse is opened Lennar will be managing the facilities and amenities until “Turnover”. There is a Temporary Management Agreement – TMA in the Development Agreement that outlines the process. There will be a Management and Operations Committee established that will meet bi-monthly with two representatives from the Recreation Board and 2 from Lennar to discuss matters concerning the management and operations of the Recreation Campus
Q – Will Delray Trails owners be allowed to use the old clubhouse and amenities before the new facilities are opened?
A – There is nothing in the Development Agreement regarding this topic. The Recreation Board has indicated they would be open to considering if such a request was made.
Q – What will be the square footage of the new clubhouse
A – Approximately 30,00 sq, ft.
Q – What are the capacity of the pools compared to the current pool.
A- Todays pool has a capacity of 77. The new large pool capacity is 140 and the lap pool capacity is 74.
Q – Is there a hot tub
A – Yes, current capacity is 8, the new hot tub capacity is 16
Q – Will there be shade covering at the pool?
A – Yes
Q – Did 13th Floor have the legal rights to sell to Lennar
A – Yes
Q – Are there walking trails?
A – There are walking trails on the Delray Trails property.
Q – Is there a café in the new clubhouse?
A – Yes there is a café counter attached to the catering kitchen and café seating. There is also an outside bar
Q- Is there any way to change anything in the design?
A – The overall site plan is registered with the County; minor changes could occur. The clubhouse floor plan was approved by the Phase 2 PGCA Board, has been designed and is undergoing Engineering design reviews. Lennar is committed to build what is specified in the Development Agreement
Q – Will there be fencing around the Delray Trails property.
A – The lakes will provide the majority of the secure perimeter
Q – Will the sidewalks around PODs B and C remain?
A – Yes, the sidewalk will not be touched
Q – Will there be crosswalks at the entrances?
A – No plans at this time
Q – Will the old tennis/café building remain
A – Yes
Q – How many parking spots at the new clubhouse facility?
A – Lennar will provide the number and we will communicate that information in another update
Q – Has the Fire Department reviewed and bought off on the site plan?
A – Yes, that is done during the reviews by the county
Q – Is there anything going to be done with the old clubhouse?
A – It will be demolished to make room for new amenities like new tennis and pickle ball courts
Q – Does the old Via Delray underpass remain?
A – The underpass remains

January 18th Update
Land is being graded and rolled, streets are being carved out.  Project progress is very visible.

The most significant news was that the PLAT has now been recorded with the county which puts into motion significant steps. A PLAT is a map that defines the lots for the entire development.  With the PLAT recorded in a few weeks the county will identify the street addresses for each lot. This in turn kicks off the Lennar marketing team to begin their detailed plans to sell units. Lennar once again indicated that sales will begin via the internet first, then at a local Lennar development potentially Avalon Trails and then finally with model homes at Delray Trails. They now anticipate sales to open in March.

They are targeting March to attain the permit to begin building homes on the property to the north east side of Via Delray. They indicated under normal circumstances it takes 6 to 8 months to build the homes. This means there will be owners of Delray Trails residing in the community in the fall of 2023, Lennar will build out streets at a time, with the types of home determined by Lennar.  In other words prospective buyers will be shown where the type of home they are interested in will be located. Pricing of units is still under review by Lennar.

In terms of the clubhouse a permit is now expected in the May/June time frame. The extensive engineering reviews are already in progress. Lennar indicated that not having a clubhouse complete when there are residents in the community is quite normal for the way their company develops communities. They indicated that they will be marketing a Lifestyle community that is centered around the clubhouse and would be doing extensive virtual displays of the new clubhouse and its amenities. Given the timing indicated in the paragraph above there will be residents living in Delray Trails for almost two years before the clubhouse is completed.

On the topic of the clubhouse, there seems to be a rumor in the community that the new clubhouse will be a shell with no furnishings. Per the information above and an email included at the end of this email Lennar will be furnishing the clubhouse. And per the information above, they will furnish it to attract potential owners putting down some significant money to live in Delray Trails.

Here’s a couple of quick hitter items covered:
  • When will the lake work on POD A be complete? – Targeting the end of January
  • Will the lakes have fountains? – Some will but not all. All lakes are interconnected and flow into the Lake Worth Water system for flood control.
  • Grass is high along Via Aurora – Grass to be cut in the next week or two.

July 2022
For those of you who are currently at Palm Greens, you already know that work has begun on Delray Trails. After receiving the land development permit from the County, Lennar has demolished the old golf building; a silt fence has been installed along the perimeter of the construction site; and lots of earth is being moved.

According to Lennar, they will be doing earth work for the next four (4) to six (6) months. This includes excavating the lakes, replacing contaminated soil with good soil, and beginning to lay pipes and build roads. During this process there will be very large heavy equipment on the property. You may feel some vibrations in your units which according to Lennar is normal.

After the majority of earth work is complete, the utilities will be put in place. Lennar estimates that the start of its construction of the new Clubhouse is at least five (5) months out.

Since Lennar purchased part of Delray Trails late last year, the PGCA has been working with them to familiarize them with the PG community and the Development Agreement. We are currently in the process of working out several issues pertaining to Lennar’s proposed design of the Recreation campus generally and the new clubhouse specifically. The PGCA is cautiously optimistic that closure will be reached very soon at which point Lennar will finalize and submit its Recreation Campus site plan to the County for its approval.
